中文摘要:针对电力调控机构常规风险管控体系难以满足日趋复杂的电网运行形势的现状,提出一种基于在线稳定分析的电网运行安全风险管控方案。介绍了电网运行安全风险管控的专业理念,形成了以在线稳定分析为中心,协调开展电网承载能力分析、在线稳定校验、重大检修天窗期核定、与定量化事故预案编制的技术路线。在此基础上,构建了以“一个核心、四大应用”为特点的电网运行安全风险管控的新方法。该方法有效推动了常规经验型、粗放式电网运行安全风险管控体系向智能化、科学型转变,提高了电网调控机构对于风险的预防管理与应急处置能力。

Research on Strategy of Security Risk Management and Control Based on On-Line Stability Analysis for Power Grid Dispatching and Operation
Abstract:In view of the challenge faced by electric power dispatching and control institutions that the conventional method of risk management and control is difficult to meet the increasingly complex situation of power grid operation, a new strategy of risk management and control based on-line stability analysis is presented. Both the professional concept and decision scope of the security risk management and control are introduced. And a technical route, which centers on the on-line stability analysis and coordinates and carries out the capacity analysis, on-line stability check, skylight period verification of major maintenance and quantitative contingency planning, is developed. On this basis, a new method of security risk control and management is constructed. The proposed method helps to change the traditional empirical and extensive risk management mode into a more intelligent and more scientific one, and then improves the capacity of the risk prevention and emergency disposition for electric power dispatching and control institutions.
