中文摘要:随着电力市场深入改革,根据用户差异化可靠性需求制定电价已成为我国电价体系发展的重要方向。首先基于配电网各负荷节点用户供电信息,对负荷点分类进而建立用户供电可靠性指标,并基于熵权-层次分析法计算各可靠性指标综合权重;其次针对实际配电网规划中的多期规划,综合考虑配电网规划的影响因素,并利用成本增量法建立不同影响因素的增量成本模型;最后建立配电网可靠性增量成本计算模型,并通过权重系数加权求和,将各可靠性指标对应的可靠性增量成本引入电价制定中,得到计及多阶段规划与差异化可靠性需求的配电网可靠性电价。算例分析表明,所提方法能合理兼顾电网公司的利益和用户的差异化需求,实现对用户可靠性服务的按质论价和高质高价。

A Reliability Pricing Method Considering Long-Term Incremental Cost of Distribution Network Planning
Abstract:With the in-depth reform of the electricity market, setting electricity prices based on users' differentiated reliability needs has become an important direction for the development of our country’s electricity price system. First, based on the user power supply information of each load node in the distribution network, the load points are classified to establish the user power supply reliability index, and the comprehensive weight of each reliability index is calculated based on the entropy weight-analytic hierarchy process. Second, for the multi-phase planning in the actual distribution network planning, the influencing factors of the distribution network planning are considered comprehensively and the cost incremental method is used to establish the incremental cost model of different influencing factors. Finally, a distribution network reliability incremental cost calculation model is established. Through the weighted sum of weight coefficients, the reliability incremental cost corresponding to each reliability index is introduced into the electricity price formulation, and the reliability electricity price of the distribution network that takes into account the multi-stage planning and differentiated reliability requirements is obtained. The calculation example analysis shows that the proposed method can reasonably take into account the interests of power grid companies and the differentiated needs of users, and realize the quality and high price of reliability services for users.
